Error 1303 or 1321 When Installing Quicken

Errors 1303 and 1321 (and similar 4-digit errors) happen to Quicken from your Windows environment.

This error may occur if either the SYSTEM group or the Everyone group does not have Full Control privileges for the directory or file name mentioned in the error. For more information

Restart your computer and try to install Quicken again.  If it fails with the same error, try the ste.

There are two possible solutions for changing permission settings for the System and Everyone group.

 

Run the Utility

A utility has been created that resets the System group and Everyone group permission settings back to Windows default settings.

Important for Windows 7 or Vista users: Due to differences in file structures and permissions, the utility will not work on Windows 7 or Vista. If you are experiencing this issue in Windows 7 or Vista, please manually adjust the permissions.

  1. Right-click this file: PermissionsFix.bat and choose Save Link As....
  2. Select Save, and save the file to the desktop of the affected system.
  3. Double-click the file, which will open a DOS-like Command window, and type Y at the prompt, Running this script will reset to the default settings the permissions of the affected folders. Are you sure you want to continue? (Y/N)
  4. Once the file runs, select any key to exit the Command window.
  5. Try to install Quicken again.

Manually Adjusting Permissions

To manually change permissions to Full Control for the SYSTEM and Everyone groups for the folder C:\Documents and Settings\All Users.

  • For Microsoft Windows 7, 8, 8.1, Vista
    1. Click the Windows Start button.
    2. In the Start Search field, enter the path C:\ProgramData\COMMON FILES\ and click OK. This action opens a window that displays the folder contents.
    3. In the Folder window, click Organize and then select Properties.
    4. In the Properties window, click the Security tab.
    5. Click the Advanced button.
    6. Click the Edit button and click it again on the next screen.
    7. Scroll down the list of Permission entries and double-click the SYSTEM user.
    8. Select the checkbox for Full Control row in the Allow column and click OK. Repeat steps 7 and 8 with the Everyone group (if it exists).
    9. Check the box labeled Replace all existing inheritable permissions on all descendants with inheritable permissions from this object. Click OK in both Advanced Security Settings window and again in the COMMON FILES Properties window.
    10. Install Quicken.

    If Quicken is still unable to install and error 1303 persists, turn off simple file sharing:

    1. Right-click the Start button and select Explore.
    2. In the Explorer window, select the Tools menu and select Folder Options.
    3. Click the View tab and scroll to the bottom of the Advanced Settings list.
    4. Click Use simple file sharing (recommended) to clear the box.
    5. Click OK and install Quicken.
  • Microsoft Windows XP Professional Edition
    1. Click the Windows Start button and select Run.
    2. In the Open field, enter the path C:\Documents and Settings\All Users and click OK. This action opens a window that displays the folder contents.
    3. In the Folder window, click View and then select Customize This Folder.
    4. In the Properties window, click the Security tab.
    5. Click the Advanced button.
    6. Scroll down the list of Permission entries and double-click the SYSTEM user.
    7. Select the checkbox for Full Control row in the Allow column and click OK. Repeat this step with the Everyone group (if it exists).
    8. Select the Replace permission entries on all child objects with the entries shown here that apply to child objects checkbox. Click OK in the Advanced Security Settings window and again in the All Users Properties window.
    9. Install Quicken.

    If Quicken is still unable to install and error 1303 persists, turn off simple file sharing:

    1. Right-click the Start button and select Explore.

  • Microsoft Windows XP Home Edition
    1. Restart the computer in Safe Mode.
      1. If the computer is running, shut down Windows, and then turn off the power.
      2. Wait 30 seconds, and then turn the computer on.
      3. Immediately start pressing the F8 key. The Windows Advanced Options Menu displays. If you begin pressing F8 too soon, some computers display a keyboard error message. If this occurs, restart the computer and try again.
      4. Use the arrow keys to select Safe Mode.
      5. Press Enter. The computer begins to start in Safe Mode. (You might need to press Enter again if prompted to select an operating system.)
      6. Log in to Windows using a profile that has Administrator rights, but not the Windows-created user called Administrator.
    2. Click the Start button and select Run.
    3. In the Open field, enter the path C:\Documents and Settings\All Users and click OK. This action opens a window that displays the folder contents.
    4. In the Folder window, click View and then select Customize This Folder.
    5. In the Properties window, click the Security tab. Note: If the Security tab is not available, the system is not running in Safe Mode. See step 1 for instructions on starting in Safe Mode.
    6. Click the Advanced button.
    7. Scroll down the list of Permission entries and double-click the SYSTEM user.
    8. Select the checkbox for Full Control row in the Allow column and click OK. Repeat this step with the Everyone group (if it exists).
    9. Select the Replace permission entries on all child objects with the entries shown here that apply to child objects checkbox. Click OK in the Advanced Security Settings window and again in the All Users Properties window.
    10. Restart the computer.
    11. Install Quicken.
